by the way: it is possible to do this decentralized. Use a special cryptographic proof that a given website existed at a state at a given time. Feelers run software that has the code open source to help fetch requests for the chan queue. Then submit proofs of the content to soupchan. Soupchan checks the proofs and accepts the downloaded post. This means residential IPs appear on kikemin's website as normal users and look like normal activity. And there would be too many IPs to ban.

there's loads of free proxy services you can use. i'm assuming the glowmin is just blocking soupchan server IP currently, i doubt he's going through the logs and inspecting every single IP, so you can use a proxy service, either something free or cheap.
for example:
this one is mainly used for bypassing cors restrictions in the browser, but it's simple and free (gives you 10k requests per month which is more than enough).

the API is dead simple, you just pass what url you want to fetch through a parameter, along with your API key.
you can google "free cors proxy", there's loads of them, some of them you don't even need to sign up.
