i don't think it's very sophisticated. i believe he just found an open-source list of IPs on github (he posted the link on feels) and checks if the poster's IP is in there. he also uses a third-party analysis tool, but he does it manually, when someone is being annoying, he checks and then adds the IP manually to the list. he claimed that my home IP was 99.99999% certainty a residential VPN and i told him that it's bullshit. the service could guesstimating based on a list of factors, but it doesn't make it transparent so it's not trustworthy in my opinion.
